ELECTRICAL INTERCONNECTIONS AND NETWORK UPGRADES

As a consultant to California High Speed Rail Authority (CHSRA), served as the Statewide Program Manager for Electrical Interconnections and Network Upgrades for the High-Speed Rail Program as well as the Project Manager Electrical Interconnections and Network Upgrades within the Pacific Gas and Electric (PG&E) service territory. The project segments included new, modified, and upgraded power facilities (i.e., substations, switching station, powerlines) plus communication facilities (i.e., communication towers and fiber optic ground wires) necessary to connect Traction Power Substations (TPSSs) to the PG&E electrical grid.

Highlights include leading a team of diverse specialist and sub-consultants to complete required field work (e.g., biological, cultural and historic architecture surveys) and associated ReExams, within a 6-month time frame, to support the adoption of addenda to the Final EIRs/EISs to be relied upon by the CHSRA and Federal Rail Administration (FRA) for facilities required to support the test track, originally anticipated to be constructed in 2017, as well as future operational load. Additional highlight included advising the CHSRA that the California Public Utilities Commission (CPUC) action, which regulates PG&E, was ministerial in nature, thereby simplifying the approval process.

TRADITIONAL ENERGY

As a consultant to the CPUC acted as the client manager, project director and/or project manager over approximately 11 years for CEQA compliance and construction monitoring services for 13 projects throughout California. Projects ranged from small non-controversial projects to large, linear controversial projects.

  • SCE Application to Value and Sell Surplus Property at Playa del Rey and
    Marina del Rey, Los Angeles County

Highlights included development of the Proponents Environmental Assessment Checklist to assist applicants in developing CEQA adequate Project Descriptions. Also developed a ‘How to Comment’ presentation for use at public meetings to inform members of the public that wished to comment the scope of CEQA and how to craft a comment such that it would be considered in the process.

  • Bright Fiber Project Environmental Assessment, Nevada County (Applicant-based work to support CPUC Categorical Exemption)

Highlight included advising the client on a project implementation strategy to support the use of a Categorical Exemption under CEQA.
